No. They were rando henchman of Heath Everett--an international crime boss this season. Tim and Lucy just thought they were another couple, walking on the beach, who witnessed the proposal. I wasn't expecting it either. I was shocked. In the finale, Tim was instrumental in taking him down and then helped lead a covert group to recapture him after he escaped. That's why the woman said what she said before they passed out: "Heath Everett said payback is a bitch!"
Okay, I thought I heard them say something about revenge, but I was so stunned at what happened I wasn't really paying close attention, if that makes sense. One minute I'm all "awwwww!" and feeling warm and gooey inside and then WHAM!
I've watched every season of The Rookie and season 8 was by far my least favorite. They were all over the place. They even had a zombie episode and yet another docuseries one. It just felt like the show had an identity crisis this season.
Zombies? Yikes.
To end on a positive, they did do a spectacular and extremely impressive sequence, involving an explosion. They seriously need to win an award for this. It was like a freaking movie!
