I hope your friend can get someone out to her house to remove the dangling tree/limb ASAP so she can feel a sense of relief and safety.
a tree can bring an entire house down if it comes down with enough force. It can ruin all carrying structures and even damage foundations. and one generally doesn't think about that until there's a limb or tree about to fall on your house.
we thought it was odd when the insurance company drove by the house the first 6 months we had it, and recommended taking down 3 particular trees or they would cancel our insurance! we took them down right away, of course.
Some may recall the absolute trauma that trees brought to me the first 5 years we were in this house, i wish the insurance agent had recommended taking down a few more. oof
