Don't you remember the frank conversation Laura had with Sonny after he attacked Cyrus? They have reached their limit and are done giving him a pass because he's an "honorable mobster that lives by a code." The groundwork for this was laid during that night of drinking with Anna and "It's John now." So it's not out of nowhere. One of my issues with GH has always been how they glorified two characters (Jason and Sonny) who are career criminals. They have been written as being smarter than the police and able to solve crimes and even save the day while the PCPD is left looking like keystone cops. Drugs = bad. Guns = good. Are you kidding me? There is no such thing as a "good" mobster or "good" mob enforcer. This two men have been romanticized long enough.
Anna is back in charge now and it makes sense that she would want to do things differently in light of growth and her own recent experiences.
