make people clear the beaches in bad weather?

I've been to the following Lake Erie beaches: Mentor Headlands (the closest to me, and my favorite), Fairport Harbor Beach, Walnut Beach in Ashtabula (another good one), Edgewater (in Cleveland), Geneva State Park Beach (also great), some small beach in Port Clinton (had the same black substance in the water), a beach on Kelley's Island (SOOO tiny) and now Huntington Beach (I forgot to mention it was also very crowded...and the water was so warm, it wasn't particularly refreshing on a near 90° day). The only other one that has lifeguards would be Mentor Headlands...and I think Edgewater? To be fair, I've only been to Edgewater for fireworks, not swimming/strolling the beach. The Mentor Headlands lifeguards mostly just watch for anyone in distress. I'd like to think the Huntington Beach lifeguards were acting out of an abundance of caution...but it could also have been an excuse to have 30 minutes on the job without actually having to do the job? They were all late teens/early 20-somethings, and at least one was spending more time watching her phone than the water, so I don't know.
