public transportation to be paid for by the rider. Also, and this might sound horrible, it's one thing to tax a resident of the state who's going to use those roads over and over and over* but it's another thing to make people just passing through bear the brunt of the cost of road repairs.
* though to be fair, I'm sure there are plenty of people who don't drive who resent having to pay for the upkeep of the roads**
** but to be fair again, they're likely still ON those roads on a regular basis. They're just being driven by a family member, a friend, a co-worker or a bus driver.
