b) Pacific Palisades in ON the ocean, as is Malibu.
c) There are tons of reservoirs down there, in the SF Valley especially, where there are fires, and in places where they rarely get hit by wildfires.

These fires are due to NO RAIN since May, and extremely high winds. Not whatever stupid idiot idea he's touting today.
