Three principles - from someone who has worked on bill-based campaigns for 26 years:
1. NEVER ASSUME (that just because a hospitalized MOC isn't there at 1, doesn't mean he won't roll himself in later in the day.)
2. Politics can change on a dime. What you think is happening today may change by tomorrow.
3. You need to do a rigorous vote (whip) count. That means, only yes means yes...not OK, yeah, maybe or I think my boss is supportive, or well...he likes it in concept. Or, yeah, we are getting a lot of calls from the district. NONE of these are a YES.
