If Ross Cullum is the WSB Director and his being in league with Sidwell is supposed to be a secret -- why is he always at Sidwell's mansion and seldom in WST scenes and his being in town was such a surprise.

How am I supposed to take him seriously as the DIRECTOR of the WSB when I ONLY see him conspiring with Sidwell.
