I've always found it to be more of a "dialog mob" than an actual mob. After all, Sonny is a pilar i the community, and while Jason may shoot the occasional bad guy at Sonny's request, he is the moral center of the show. Removing the Gummi-Bear Mob (given the name back in PCO days because clearly the most lethal thing they did was engage in contraband gummi bears) wouldn't affect the show that much. If Sonny and Jason are going to remain pillars of the community, there are endless opportunities to bring in bad guys.
