There has to be a bit of a bridge between where the characters are now and moving them to where they need to be for new storylines. In my experience, soaps are at their best when they have staggered storylines.

A start up storyline positioning the characters.
A storyline where the complications/drama introduced and their consequences really start to take off.

A storyline that is in the extreme active and exciting phase.

A storyline that is hitting its zenith and audience payoff

Then those characters to back to start up, and the one that was in it's exciting phase heads towards is conclusion.

The new writers have to start from where they are.
